Obviously you are looking at building a community FTTH network BECAUSE no other telecom utility is interested in installing a fiber network. Your telco and cable companies have decided it isn't worth their time.
However you might have an electricity co-op, or other small electric utility that might be interested in branching out. The electric company will have easy access to their right of ways including aerial poles. They have an existing customer billing infrastructure and know all community customers.
